Phase I of this project consisted of two new buildings on an existing campus. The two buildings contained the Early Childhood Education and the SOAR-Alternative Education programs. The Early Childhood building was a conventional steel frame structure with metal stud walls and brick veneer. The SOAR building was a two-story brick veneer and concrete block back-up building with egress to grade on both levels.

The existing two-story High School was to be converted to use by the performance learning center and city/county agencies. This building connected with the H.T. Edwards campus. The existing cafeteria was renovated into a cafeteria/community room that included a new kitchen, Heritage Mall to honor the original school, and a gym to be used as a Boys and Girls club after hours. This building also includes a grant-funded career center jointly used by CCSD, Athens Technical College and UGA. Overall site planning and development was in the Phase I portion of the project.
